Maybe some of the members here know what to do with this.

I wish to import materials part produced in Israel, i then wish to assemble the finished product here in Thailand and export to other countries within Asia.

Would anyone know how to go about this? do you have to pay full import duties from Israel? is there some thai department to speak to? and can i export at the standard Asean rates? (5% i believe?)

I recommend you contact BOI and get specific information on free trade zones. If you locate there you can import without duties, assemble and export easily.
