As for the time of day when the sun is at or near its peak (zenith?), probably 10 am to 2 pm should cover it, unless you're in a time zone that uses daylight saving time (add one hour) or it's a time zone that's way off base from its proper prime meridian (such as most of West Texas). But when you're pale and you've just come from a point far more distant from the equator, all bets are off.

Gee whiz, I've never used over 30 skin protection factor, and I'm blondie. When we go to the beach with my grandkids who are mistaken for albinos (really!), they get 45. Once I've gotten a tan, 15 is the most I need, if any.
