I'm almost sure this would come under a restricted occupation.you would never be given a permit(.legally.)..........

I have just read through the documents about restructed occupations. I cannot see tattooing mentioned as a specific occupation. It may come under shop work but it isn't clear. I suggest you ask the labour department.

Doesnt matter whether its listed as banned or not. Open a tattoo shop with you doing the work and see how long it takes for the cops to roll up for their monthly pay off, expecially in pattaya ,phuket and samui. It'll be expensive.

Short answer, none.

Thai friend of mine opened up a shop, total outlay was 100k baht.

Outlay included rent paid in advance for 6 months for a groundfloor apt room, second hand furniture, privacy screen, second hand tv.

All his designs were stored on a lap top that he had hooked up to a printer to print out stencils.

He charged per design and not by the hour.

Be prepared to work unsociable hours.
