No it is long proofed. Since the Soviets developed it. But the problem is. that you need clouds that carry enough water. These you can seed so they rain out some water.

No it isn't his invention, it is an older technology, he made it practical working. It existed in a way to expensive version already before in Soviet and USA. But using pure AgNO3 just made it too expensive to use. Soviet used it for the 1st May parades to remove the clouts before they reach Moskwa.

Unable to draw an absolute yes/no conclusion from it, but it does tend to point to if you seed a cloud to produce precipitation, it has to be a cloud capable of doing so, and if you seed a cloud and it does rain, there's a good chance it was probably going to rain anyway.
