Elected speaker seen best for Senate, survey finds

BANGKOK: -- The Senate should choose its speaker from senators who are elected rather those appointed to their seats, according to the results of a Suan Dusit Poll opinion survey conducted in Bangkok and released yesterday.

The survey, based on 1,103 respondents, said the desired qualifications for the speaker were impartiality, a clean background and decisiveness.

The Senate is expected this week to elect a successor to Teeradej Meepien, who was disqualified last month after his conviction for granting a pay raise to himself while he was the ombudsman in 2004.

A leading candidate for the job, Nikom Wairatpanij (elected from Chachoengsao), has confirmed he will not step down from his position of deputy speaker ahead of the vote to install the new speaker.

Sources in the upper chamber said Nikom refused to step down because his exit might pave the way for appointed senators to win both positions of speaker and deputy speaker as the elected senators appeared to be in disarray.

While the appointed senators have nominated their sole candidate, Pichet Soontornpipit, as the speaker, elected senator Kecha Saksomboon from Ratchaburi will contest Nikom's bid for the job.

Celebrating the Queen's birthday by candlelight

BANGKOK: -- People gathered in many corners of the country last night for candlelit ceremonies in honour of Her Majesty Queen Sirikit, who turned 80 yesterday.

The ceremony at Bangkok's Sanam Luang was broadcast live, as people in other provinces also gathered at spots close to their homes and chanted "Long Live the Queen" with candles in their hands.

Rituals and ceremonies to celebrate the Queen's birthday have been staged for four days, with religious rituals starting last Friday at several temples.

Prime Minister Yingluck Shinawatra and her husband Anusorn Amornchat wished Her Majesty a happy birthday in writing in a book prepared for well-wishers to sign at the Grand Palace.

Yingluck also led the candlelit ceremony in Her Majesty's honour on the special occasion of the Queen's 80th birthday at Sanam Luang last night.

Because Her Majesty is regarded as the mother of the nation, her birthday is also officially National Mother's Day.

Many people use this occasion to express their love for their mothers - so for those mothers who could not be with their children yesterday, it was quite a sad day.

An official at a coordination centre in a Thai-Myanmar border zone said nine Thai mothers jailed at a Myanmar prison had written letters to their children for Mother's Day.

"They asked the Myanmar officials to please forward the letters to their children, who live in Thailand," the official disclosed.

The nine Thai mothers were among 92 Thais arrested in Myanmar last month for illegal entry and forest encroachment and sentenced to three and a half years in jail.

Their message to their children was: "We miss you badly. But we will be patient and we hope you will too. Every day here seems like a year to us. But we still hope that the day we are looking for will not be too far way. PS. We hope Thai officials will help us and our other fellow Thais out of Myanmar prison soon."

On the auspicious occasions of Her Majesty's 80th birthday on August 12 and His Royal Highness Crown Prince Maha Vajiralongkorn's 60th birthday on July 28, royal pardons were granted to about 30,000 convicts.

Inspiring young Thais via Fb, SMS

BANGKOK: -- More than 1,600 young Thais have been receiving short messages from Unesco Bangkok every day through Facebook and mobile phones.

The messages contain quotes from well-known people around the world, from successful businessmen and movie stars to scientists. Below are some examples:

"Sometimes when you innovate, you make mistakes. It is best to admit them quickly, and get on with improving your other innovations," Steve Jobs.

"The only wrong thing would be to deny what your heart truly feels," The Mask of Zorro.

"Imagination is more important than knowledge," Albert Einstein.

Translated into Thai, the messages focus on three elements: mental skills (life and happiness, attitude, work and learning); cognitive skills (our own strength and weakness, personal values, goals and leadership); and technical skills (communication and relationship).

Unesco Bangkok has been implementing the "Youth Empowerment Through Mobile Learning Project" in collaboration with the Education Ministry's Office of Non-Formal and Informal Education to encourage youth, especially students in non-formal education, to build self-motivation and essential life skills, find competencies, purpose in life and internal peace, and to introduce to them the concept of lifelong learning.

This project has started from the fact that Thai youth |and young adults with limited access to and opportunities |in formal education are vulnerable and at risk of dropping |out.

They are prone to have low self-esteem and to get involved in drug abuse, gambling, alcohol and early pregnancy.

Unesco has been sending the messages in Thai to a participant group of over 100 non-formal education students in Bangkok and Chiang Rai following last year's workshop on the Hopes and Needs of Youth in Thailand.

A youth network has also been created on a Facebook page. The fan page, called "Youth Empowerment in Thailand", and the Youth Empowerment Group were built as a platform for youth to find useful information and clips on life skills and inspirational quotes, welcoming all comments and exchanges of ideas. The page is maintained in both Thai and English. There are now over 1,500 Youth Empowerment fan pages who receive the texts daily.

Unesco aims to interview Thai celebrities and influential persons on their life goals and career, self-motivation and on how they became successful. Motivating ideas and useful advice keeps inspiring youth. The interviews will be published on the project's Facebook page and group, and on Unesco's website.

Business problem solving contest

BANGKOK: -- Members of the public and students interested in learning about business problem solving are invited to the 15th Thammasat Undergraduate Business Challenge (TUBC) on Saturday (August 18).

TUBC is a case competition for undergraduates from international business schools hosted by the BBA International Programme of Thammasat University.

The final round will be held on Saturday and the audiences can see the competition free of charge at Centara Grand and Bangkok Convention Centre at CentralWorld shopping complex in Bangkok.

Each team is required to present case solutions and answer questions to a panel of honourable judges after they have worked for about 40 uninterrupted hours to devise a solution for a business case of either a local or multinational company in Thailand.

The competition starts from tomorrow with 16 teams from different countries taking part. They are from Thailand, the US, Canada, Singapore, New Zealand, the Netherlands, Hong Kong, China, Brazil and Australia.

Science, technology camp invitation

BANGKOK: -- A camp is now open for application from students aged from 10-13 interested in learning more about the world of science and technology.

The camp will be held from September 4-6 at Sirindhorn Science Home of Thailand Science Park in Pathum Thani province.

The National Science and Technology Development Agency (NSTDA) and Seagate announced they were jointly hosting the camp to help young people understand science and technology for both their everyday lives as well as future education possibilities.

Participants at the camp |will enjoy many activities, including scientific experiments, robotic assembly, techniques of writing robot control programmes, creating battery chargers from solar cells, and workshops on disaster handling. Scientists and scientific and technological experts from NSTDA and Seagate will provide courses and activities for the participants.

30-baht universal healthcare program kick-starts next month

BANGKOK: -- Patients using the new Bt30 universal healthcare program will be allowed to chance their choices of hospitals four times a year after the revived program kick-starts on September 1, the public health minister said Monday.

Public Health Minister Witthaya Buranasiri said the Bt30-per-visit universal healthcare program will begin nationwide on September 1 with participation of community hospitals, general hospitals, regional-centre hospitals and some private hospitals.

In the revived program, patients could use their ID cad to request the change of hospitals to be near their homes four times a year, compared with two times a year earlier.

Bangchak: First-car scheme pushes oil consumption

BANGKOK, 13 August 2012 (NNT) – An oil retail giant Bangchak has speculated that the government’s tax deduction for first-car buyer scheme will help push up fuel sales. It also asks the government to widen the price gap between E20 and E10 gasohol.

According to Bangchak Petroleum Public Company Limited President Anusorn Saengnimnuan, more new cars are expected to be on the road this year than in previous years after the government has launched its first-car tax deduction scheme. He said Thai people bought around 400,000 new cars last year, and the number will be more this year.

Althaough oil sales in the first half of the year have not increased much, Mr. Anusorn speculated that the sales will increase in the second half, as more cars will be on the road. With this speculation, he suggested the government should increase the price difference between E10 and E20 gasoline to entice more people to choose E20.

Currently, the price differentiation between gasohol 91 and benzene 91 is seven baht per litre, which helps deter people from using benzene, whereas gasohol E20 and gasohol 91 (E10) are only two baht per liter different. The Bangchak president said the gap should be around 3-4 baht, so that motorists will be encouraged to use E20. According to him, only 30-40 percent of around 1 million drivers of gasohol-powered cars use E20 at present.

Mr Anusorn indicated that as the sales of E20 has been on the rise, Bangchak expected to increase the number of stations with E20 to 600, up from the current 505; by the end of year. And since the E85 sales have also risen, the company will increase the number of E85 pumps later this year as well.

PTT to launch campaign to trigger E20 sales

BANGKOK, 13 August 2012 (NNT) - Petroleum Authority of Thailand, or PTT, is set to launch a campaign during August 16 to November 15, in the hope of triggering the sales of E20.

PTT Executive Vice President for the Oil Business Unit Saran Rangkasiri has revealed that the PTT will be initiating a campaign to encourage more drivers to switch to E20. The campaign is set to run for 4 months, starting on August 16 and ending on November 15. It is hoped to help push the sales of the E20 by 50 percent from the current usage of 21 million liters per month, amounting to only 11 percent of all fuel consumption despite the fact that there are approximately 1.3 million cars on the road running on gasohol. This number shows a slow growth in the E20 market.

Additionally, the PTT will increase the number of E20 stations to 700, up from 600at present, by the end of this year to cater for the needs of motorists.

Blast target security team near railway in Narathiwat; no casualties

NARATHIWAT, Aug 13 – Despite a bombing near the railway in Narathiwat targeting a security patrol, no one was wounded and service resumed after being halted for a short time.

The bomb exploded near the railway in Sungai Padi district as a nine-man defense volunteer patrol was passing along the route.

When the soldiers were about 20 metres away the explosive device was detonated, but no one was wounded by the explosion.

Police said it was the work of insurgents.

After inspection, a passenger train enroute from Sungai Kolok to Surat Thani resumed service after being temporarily suspended. (MCOT online news)

PM tells NESDB to assess government’s 1-year performance

BANGKOK, 13 August 2012 (NNT) – The Prime Minister has told the Office of the National Economic and Social Development Board (NESDB) to assess the government’s one-year performance, to inform the people how well the government has performed as compared to the Abhisit administration.

Deputy Government Spokesperson Anusorn Iamsa-ard has revealed that the government beginning in September will prepare a report of its first year performance, which will be divided into two sections. The first one is a report for parliament-- expected to be finished by September--and the second, a report to be be given to the general public.

The government will produce a video documentary and a booklet, presenting in the form of a family, depicting a child growing up, receiving a tablet computer in school, and earning 15,000 baht minimum after draduating from university; or receiving a daily wage of at least 300 baht per day if he/she does not have a college degree. If the character is a farmer, he/she will get assistance under the government's debt moratorium scheme. Other government’s policies such as first home, first car, women funds, and others will also be included in the presentation.

In terms of the nation'seconomy, Mr Anusorn said the premier has assigned the NESDB to assess the economic figures in details. He said the board has been told to compare the economic performance of this government to that of the Abhisit administration as well, so that the citizens can see a clearer picture.

Border security stepped up to prevent smuggling of foreign labourers

RANONG: -- The Ranong provincial administration has joined forces with six other agencies to strengthen the guarding of the province's border in an attempt to prevent the smuggling of foreign workers and Rohingyas into the kingdom, the governor said Monday.

Ranong Governor Pirasak Hinmuangkao, who is also the director of the Ranong office of the Internal Security Operations Command, said security needs to be beefed up along 300-km border to Satun.

Pirasak said the provincial administration is cooperating with the six other agencies to enforce various measures to prevent foreign workers and Rohingyas from sneaking across the border. The six other agencies are the Ranong Immigration Office, marine police, the Ranong Provincial Police head office, the ISOC, the Third Navy Area, and the Ranong Defence Office.

The governor said Myanmar workers are continuously trying to sneak through the border into the kingdom so all agencies needed to coordinate their operations to intercept the workers and Rohingya people.

Col Manus Kongpaen, the director of the ISOC Area 4's Division 1, said the season for Rohingya people to begin boat trips to Thailand would begin soon so the authorities must also step up efforts to intercept them.

Manus said that as soon as the monsoon winds on the Andaman Sea die down, the Rohingya people would begin their boat trips, with the first boats reaching Thailand early November.

Manus said there would be three lines of defence against the smuggling in of Rohingya people. The Navy would be in charge of the outer line on the Interior Ministry, marine police and the Army would be in charge of the second line while local residents would be asked to watch the coastal areas and alert the authorities if they spotted Rohingya arrivals.

Heavy smokes cover Nakhon Si Thammarat

BANGKOK, 13 August 2012 (NNT) – Smoke haze from Indonesia has covered Thailand’s Southern province of Nakhon Si Thammarat and other nearby provinces. Authority indicated the thick smoke may have been caused by forest fires in the province.

The smoke haze has largely covered Nakhon Si Thammarat and has spread to some parts of Trang. Dim weather can be seen from building top. The Nakhon Si Thammarat provincial environment office said the smoke is not that visible on low plains. It added that some of the smoke is from fires in the peat swamp forests in the province of Nakorn Si Thammarat which has spread into Pattalung, Songkhla, and Trang. Authorities are assessing the smog condition.

Nearly every year in August, many provinces in the South are faced with thick smog, which is blown in from Indonesia.
