I found this interesting article about work permits, explaining an exception rule that would allow two (2) Thai people for one foreigner Work permit during the first year of company registration. Is this rule still valid as the article is from 2008.

The rule/law remains officially at 4 Thai employees per work permit. There is no official "exception".

However, in the Bangkok area, they are currently accepting an "appeal" for reducing the amount of required employees from 4 to only 2. We have been 100% successful in applying with 2 Thai employees within the first year of company registration. In the subsequent years, it is at the discretion of the officer whether they allow a continuance of the 2 employees or ask for the increase to 4. We have seen both scenarios, with clients granted a renewal with only 2 employees and others asked to increase to 4.
