Non O Visa W/education Extension Of Stay

My friend has just arrived in Phuket as a 90 day tourist. He has his enrollment confirmed in a local TH school to learn Thai.

When I was in the same scenario (90 day tourist), I was able to get my Non O Visa and extension of stay based on retirement all approved the same day at Phuket Immigration. Any reason why he can't do the same thing?

Any assistance much appreciated.

Retirement is a totally different situation - even marriage is not accepted by most offices (must do in Bangkok) and normal language study is not likely to be accepted - even full time study is normally difficult to obtain without exit to obtain an ED visa.

He does have the paperwork to support full time study so I think I will have him call the Phuket Immigration office and if the volunteers say it's worth a try, then I know what he needs to do from there.
