I'm moving back to Pattaya after a long stay in Phuket. I read that I'm supposed to go to immigration in Jomtien and inform them of my new address within 24 hours. If i don't I could get a 5000 baht fine. Is that correct?

If you are staying somewhere that no one else is responsible for doing the reporting, you are supposed to do it yourself. For example, staying in a condo that you own.

Up to you. It's painless enough and they will re-start your 90 day clock for reporting.

By law you are required to do yourself regardless of where you are living when here on a non immigrant entry. But as said this is not actively enforced by most (not enough manpower) so next 90 day report is normally what is suggested. Landlord reporting is a different report.

When I filed a TM.28 here in Hua Hin, it did not affect the timing of my next 90-day report.
