I know it's a long shot but can anyone read Chinese?

There are only a couple of words at the bottom of this graph (attached) but I need them translated. (I'm thinking it may say something like "intellectual property" or "patents" but I've checked in Google Translate and they don't appear similar)

Hoping someone may be able to help me out......

ε’žι•Ώ - "growth"

倍添 or 倍至 (sorry, too poor resolution), "folds", "times to". Also it can be ε€ηŽ‡ - "rate".

However, meanings are similar, should mean "folds", relative to a previous year.

Googled by the image in an attempt to find a better resolution; failed;

Found an article and its English counterpart;

The first two characters present in the article.

The 3rd has been easy to find in a dictionary by radical+strokes.

The fourth was googled with quotes: "ε’žι•Ώε€"
