I want to know,

I arrived in Thailand on June 10 with a 3 months tourist visa that expires september 8, on August 4 I got an Visa change to Non Immigrant B 3 months, do I have to do the reporting the date I arrived in Thailand, or starting from the date my new Non Immigrant B visa was issued?

You will have to report 90 days after filling your TM.7 application for one year extension of stay. You do not file for normal visa entries of less than 90 days.

I think it is 90 days from your last entry. I suggest you call the immigration office to clarify. There is usually a 7 day grace period, so you should have time to report without a fine.

The date of your last entry stamp is the only thing that matters, regardless of what type of visa you are currently holding and when it was issued. You must report to Immigration 90 days counted from that entry stamp date, and yes, there is a 7-day grace period.

That is not true on first extension of stay - the extension of stay application is the start of the 90 day count.

The first application for extension of stay by the foreigner is equivalent to the notification of staying in the Kingdom over 90 days.
