I want to try this, but still no info in English.

Does it need active 3G connection to load map, or just 2G enough? We all know how shitty AIS 3G is.

I think it is just branded, or promed, version of the Nostra app. AFAIK it requires a data connection.

We are on a very slippery slope if Trump Administration continues this rhetoric.
