NBTC submits 3G auction documents for examination

BANGKOK, Oct 24 - Thailand's National Broadcasting and Telecommunications Commission (NBTC) secretary-general has handed over papers concerning the auction of 3G mobile spectrum bandwidth to key state agencies for examination.

Mr Thakorn Tantasit first submitted the papers to the Office of the Auditor-General at 10 am, saying the move is aimed at assuring to the public that the auction was conducted in a transparent manner.

The key documents include papers about 2.1GHz spectrum bidding, the public hearings which were sanctioned by both the NBTC and the National Telecoms Committee, as well as documents filed by 17 applicants applying for the 3G licence auction on August 27.

"The NBTC is confident that all papers will prove that the bidding process was conducted in a fair and transparent manner and in accordance with international standards," Mr Thakorn said. "They will answer all doubts and criticisms concerning the work of the NBTC," he said.

All documentation will also be submitted to the National Anti-Corruption Commission, the Department of Special Investigation (DSI) and the Office of the Ombudsman for further examination.

In another development, Petchaburi Senator Sumol Sutawiriyawat, president of the Senate Committee on Education, Corruption Investigation and Good Governance, submitted a petition to Mr Panthep Klanarongran, head of the anti-graft agency, seeking an investigation into alleged collusion in the 3G bidding.

Ms Sumol said the petition pointed out that there was no price competition between two companies in the bidding which might deemed as violating the State Bidding Act 1999. (MCOT online news)

That would suggest there was competition to me. I was only aware that there were 3 applicants until now.

I believe the 17 refers to companies that asked for the bidding documents. AFAIK, only 3 actually applied.

I should have quoted a bit more of the article - "as well as documents filed by 17 applicants applying for the 3G licence auction". It is a bit confusing as to what and who actually entered. Perhaps disqualified for some reason based on the documents the others did submit.

Yes, I too was one of the 17 applicants but they said the 800K baht in my bank account I use for my yearly retirement extension wasn't quite enough to qualify.

I remember reading that auctions were often based on mathematical studies carried out by maths super boffins like John Nash.

Knowing Thailand mathematical ability, i can easily believe they would accidentally create an auction with 9 equally sized licenses and 3 bidders

ThaiatHeart: Well you have to understand its very difficult for Thai people to do any math at all without a hand held electronic calculator..

And without one, they are completely lost....when they tried to do the math long hand, coz there was a power shortage that knocked out their batteries, 9/3 actually came out to10, so they had to round down to the nearest

odd number... Its really quite simple.
