I didn't understand these words from Canadian website in Bangkok, does it mean it will tak 18 months for her to get visa, and an interview will be requaired?

"The Visa section of the Embassy of Canada in Bangkok is resourced to only deal with applicants who reside in our territory. Significant delays are to be expected in case processing for non-residents. An interview is always required of applicants who reside outside of Cambodia, Laos, Burma (Myanmar), and Thailand. Due to workload considerations, you should expect that it could be up to 18 months before you are called for interview. The visa office cannot assist you in obtaining a visa for Thailand and failure to attend a scheduled interview will result in refusal of the application."

Yes I read that, but I think that applies to people who don't live in Cambodia, Laos or Thailand, your wife is resident here, albeit studying, and as is legally admitted, so can apply and I think she will qualify for a quick turnround.

If you click on the link below it takes you to the Canadian Embassy Immigration page and the first couple of paragraphs state the following:

Welcome to the Visa Section of the Embassy of Canada in Thailand.

For information about going to Canada and to find out how to make an application at this office, please refer to our list of services below.

We provide these services to residents, nationals, or persons legally admitted to the Kingdom of Thailand, the Kingdom of Cambodia, the Lao People's Democratic Republic and the Union of Myanmar (Burma).

Applications for Permanent Residence are not processed by the visa office in Bangkok. The visa office in Singapore is responsible for processing these applications from residents and citizens of Thailand, Cambodia, Laos and Myanmar (Burma). Please refer to the Singapore visa office website for information on Immigrating to Canada and How to contact the visa office.

Since your wife is legally entered Thailand then it should take about 1 week, and also make sure she has at least 100K Baht in her Bank, Also the Canadian Embassy excepts application forms from 7.30am to 11.30am

I've never seen the Canadian Embassy open at 7:30 a.m. I do not think you can even get a pass to go upstairs before 8a.m. and nothing starts before 8:30, closer to 9a.m.
