Anyone know of any condo's that allow a large dog (Golden Retriever) in the 20k a month range?

Would be best if you tell us what city you are looking for a condo in then perhaps this topic could be moved there for local knowledge.

Seems there are two separate issues in this post: the kind of condo renting at Bt20k, and will a large dog be permitted.

Bt20k budget will only get you a small condo should you be thinking of being near a BTS station, 2-bed 60sqm unit if it is located further from the CBD eg. Rachada/Lard Prao or Sukhumvit from Onnut to Udomsuk. But such condos are relatively new and prohibit dogs and cats. Such locations have no old condos that will allow large pets.

Older and larger condos allowing pets are located from Ekkamai to Nana, but are renting out from Bt30k upwards.

If your budget is limited, a better bet is to look for a townhouse between Onnut/Udomsuk or in the Rachada areas.
