BANGKOK: -- House Standing Committee on State Security chairman Weng Tojirakan yesterday discussed the Rohingya migrant issue and recommended talks with Myanmar to repatriate them or contact the United Nations to find a third country to take them in.

National Human Rights Commission's head of violation inspection division, Kesarin Tiangsakul, said it found many women and children among the Rohingya migrants who aimed to work in Malaysia and Indonesia, using Thailand as a transit point.

Kesarin said Songkhla's Immigration Police Bureau only had a meal budget of Bt45 per detainee per day, or Bt15 per meal, and they had to depend on kind-hearted donors.

Pol Lt Col Paisit Sangkhahapong, an expert at the Department of Special Investigation’s anti-human trafficking centre, said DSI investigation initially found most Rohingya people were willing to migrate while there were Thais and foreigners involved in smuggling them into the Kingdom. These smugglers then applied deception, force and took advantage of the refugees.

Paisit suggested that the Thai Ministry of Foreign Affairs should negotiate with Myanmar to take these people back, or talk with the UN and UNHCR to send them back to their origin or to a third country.

In Narathiwat's Sungai Kolok district, the combined security force yesterday raided six locations suspected of housing Rohingya migrants and arrested six suspects at one location. They were a roti shop owner identified only as Nurusalam, 55, and five other Rohingya and Myanmar people.

The six locations were allegedly run by a Rohingya trade network led by Yusuf Ali who reportedly bought the Rohingya from agencies in Ranong.

Public hearing on high-speed train project

BANGKOK: -- The authorities held a public hearing yesterday for an upcoming high-speed train project in Nakhon Ratchasima. The 256-km distance between Bangkok and Nakhon Ratchasima will be covered in 90 minutes by the high-speed train.

Local residents and businesspeople, as well as those whose land will be expropriated to make way for the train project, were given a chance to explain how their lives would be affected, project manager Niwat Tansawat said.

The Bangkok-Nakhon Ratcha-sima high-speed train is part of a major project covering four main routes from the capital, including routes to Chiang Mai, Hua Hin and Pattaya. Once all public hearings have been completed for the Nakhon Ratchasima route, land expropriation will begin next year followed immediately by construction, which will take five years to complete.

The Bangkok-Nakhon Ratcha-sima train will stop at stations in Ayutthaya, Saraburi and Pak Chong.

Cycle rally demands passage of consumer-protection law

BANGKOK: -- A group of 200 Consumer Protection Network members yesterday organised a bicycle rally from the Royal Plaza to Parliament to draw attention to their demand that a law be passed to establish an independent consumer-protection organisation.

The group, led by Consumer Protection Foundation (CPF) chief Saree Ongsomwang, also submitted 107,905 names in support of its appeal for the lawmakers to take speedy action to establish the independent body as called for under Article 61 of the Constitution.

Such a body would be the eyes and ears of the public and protect consumers from being taken advantage of, Saree said.

The group said the draft legislation to establish the organisation was being considered by a joint House-Senate committee, pending addition to the House's meeting agenda. It wants the law, which it says would be useful to the public, to be put into effect.

Saying the law would create a new mechanism to better protect consumers, she urged the House and Senate to approve it so the prime minister could present it for the King's signature and announcement in the Royal Gazette, paving the way for its implementation. The bicycle campaign also aimed to educate people about Article 61 and the upcoming law's benefits to consumers, Saree said.

Wattana Sengphairoh, the spokesman for House Speaker Somsak Kiatsuranont, received the group's appeal letter and said he would notify Somsak about this matter.

Pongsapat vows to focus on safety

BANGKOK: -- Pheu Thai candidate Pongsapat Pongcharoen said yesterday his first priority if he was elected as Bangkok Governor on March 3 would be to set up 24-hour "safety watch" centres to monitor crime, drug trafficking, fires and natural calamities.

All 50 districts of Bangkok would map out separate plans for risk-prone zones, he said.

The centres would employ 100,000 safety volunteers, each paid Bt600 per month.

In addition, all buses and taxis would be required to install GPS systems enabling them to be tracked.

Pongsapat said every public school in the capital would be designated a drug-free zone, or "white school", while the city administration would build more fire stations as well as purchase helicopters to fight fires in high-rise buildings.

BANGKOK: -- Democrat candidate for Bangkok governor MR Sukhumbhand Paribatra yesterday said that if re-elected he would build a bridge across the Chao Phraya River at Kiak Kai to improve traffic flow.

Commuters would also see the launch of boat services along Phasi Charoen Canal, he said, adding that he would improve the piers in Bangkok's waterways.

He also pledged to complete the installation of 24,000 security cameras around the capital.

Just before the end of his first term, he approved a budget for 2,700 security cameras, he said.

Sukhumbhand also vowed to develop 10 new parks or green areas. In his first term, Bangkok saw new parks covering 5,000 rai, he said, adding that he would redouble his efforts in this sphere.

Furthermore, two hospitals would be built, in Bang Khunthien and Don Muang districts, to serve the elderly, he said.

Land-use planning for Thailand’s cash crop cultivation

BANGKOK, Feb 7 – The Agriculture Ministry has acted to undertake a nationwide zoning of land suitable for commercial agriculture in an attempt to overhaul Thailand’s plantation system and prevent the oversupply of agricultural produce.

Agriculture Minister Yukol Lim-laemthong said the six cash crops under the zoning announcement are rice, tapioca, rubber, oil palm, factory-bound sugarcane and corn feed.

He said the zoning was made in regard to classifications of lands capable for producing cash crops, the nutrient demand of each crop, and the locations of agricultural lands, including some in national forests or irrigation areas.

The ministry will submit the zoning details to provincial governors nationwide so that they have sufficient information to determine if the soils in their respective provinces are suitable for commercial agriculture, Mr Yukon said, adding that the system will help stabilise the prices of agricultural produce and increase farmers’ income.

Lands suitable for rice agriculture are in 75 provinces, for factory-bound sugarcane in 51 provinces, for corn feed in 42 provinces, for rubber in 68 provinces, for tapioca in 49 provinces and for oil palm in 26 provinces. (MCOT online news)

TAT invites Thais to travel in Pattani

BANGKOK, 7 February 2013 (NNT) -As the Tourism Authority of Thailand (TAT) will hold a grand celebration in Pattani during the end of February to pay respect to a local goddess, it is inviting Thais to visit the province.

The TAT will host the Goddess Lim Ko Niao celebration in Pattani during February 21-27. Local municipality, provincial TAT office, and local tourism agencies are joining hands to launch the annual festivity.

The event is aimed at promoting tourism in Pattani and preserving the traditional culture, in order to brighten up and rejuvenate the province. The celebration is hoped to stimulate confidence of tourists, which in turn will boost the local economy.

Chinese opera, Thai performances, music shows, traditional local dances, and many other activities will entertain visitors during the event. A parade of Goddess Lim Ko Niao will be the highlight of the celebration. Other interesting activities include bicycle rally, folk singing competition, lion dance competition, and local food fair.
