I was advised by a lawyer I met at networking that when changing jobs in Thailand (not teaching) the work permit can be transferred/cancelled and renewed, without the need to leave the country and apply for a new non-imm B visa (visa run). Does anyone know definitively?

The work permit is not transferred, it is cancelled and you need to apply for a new work permit. The trick is to do that within the time frame of 1 week, as when you cancel your WP you also need to cancel your permisison to stay (if you are on en exention of stay based on that employment) and then must leave the country or apply for a 7 day "extension".

Depending on the job and the labour office in question that is possible, but not always. it can take longer than 7 days to get a new WP approved.

Possible.

If you have an extension of stay based on employment, cancel WP, cancel extension, apply for 7 day extension of stay, get new WP sorted, apply for new extension based on new WP.

Will need very good planning and preparation though to make this work in 7 days

If on a non immigrant b's initial 90 days (not extension issued by immigration), you have time till your 90 days are up.
