My passport is on a 15 day land entry period for Thailand right now. At the end of the 15 days will I be able to leave the country and return to receive

another 15 day stay. Basically, can I receive two consecutive 15 day stays of this sort in Thailand?

yes, arrive by air get 30 days

Yes, you can make multiple entries in a row. Per above, if you enter by air you get 30 days or get a tourist visa for 60 days in a neighboring country, which can be extended by another 30 days.

then you will have to get a tourist visa from a thai consul outside of the country or fly back in to get 30 days

There is no such limitation - that is only set at specific crossings for using that crossing. But normally questions will start to be asked if too many such crossings are made and there may be suspicion you are working.

Yes that is the crossing - but that is a specific rule at a specific crossing as I stated - it is not general policy from any reports here.
