New bird-flu strain 'one of most deadly ever seen'
The Nation

BANGKOK: -- International experts said on Wednesday that the latest H7N9 bird-flu virus was "one of the most lethal influenza viruses" seen so far, as Taiwan reported the first infection outside mainland China.

As of March 31, the mainland confirmed 108 cases and 22 deaths, while Taiwan confirmed the first case on Wednesday. The patient was a man who had recently returned from working in eastern China, where most of the H7N9 cases have been reported.

"This is definitely one of the most lethal influenza viruses we have seen so far," said Keiji Fukuda, a leading flu expert with the World Health Organisation, who led a team on a week-long visit to China to study the virus.

Fukuda told the press that the latest strain was more easily transmissible than the more common H5N1 virus. Experts had previously remarked on the "affinity" H7N9 virus had for humans.

Taiwanese health authorities said their first case, a 53-year-old man who had returned from the mainland city of Suzhou in Jiangsu province, developed symptoms three days after arriving.

Taiwanese Health Minister Chiu Wen-ta said the patient had not been in contact with poultry or eaten undercooked birds or eggs while in Suzhou.

The WHO team said that though poultry was the likely source of the H7N9 outbreak as chickens, ducks and pigeons in the markets had tested positive, it also warned about the potential for human-to-human transmission.

Constitutional Court debate is a risky proxy war

The Nation

Old wounds will be reopened if the government goes ahead with charter reform; perhaps a reason for it to think twice before taking that course

BANGKOK: -- Charter "reform" has always been a political time bomb. When it deals with sensitive matters like the powers of the Constitutional Court, the situation becomes potentially more explosive. And when lawmakers are hell bent on changing the highest law of the land at a time of deep national divisions, the danger increases.

Nothing suspect about vaccine plant: chief
The Nation

BANGKOK: -- There are no irregularities in the vaccine plant being built by the Government Pharmaceutical Organisation (GPO) and the many problems that have cropped up have more to do with technicalities, former Pharmaceutical Commission chairman Dr Wichai Chokewiwat said yesterday.

Speaking to the press before testifying to the Department of Special Investigation (DSI), which is looking into the factory project, Wichai said the delays had been caused by the lack of knowledge on how to prevent moisture in the underground laboratories. This need came up after the 2011 flood crisis.

In relation to the statement issued by the Public Health Ministry that the project had been hurried through even though the World Health Organisation had not certified the production standard, Wichai said the facilities needed to be put in place before mass production and parallel research could begin.

When asked why there were four contracts for one project, Wichai said all 10 contractors had different expertise, hence they all had to be hired to ensure efficiency and transparency.

He added that he would be willing to allow the media to cover the DSI hearing yesterday, though the investigation agency prohibited such coverage.

As for rumours that the commission and the GPO were being discredited so as to make way for foreign drug companies to dominate the domestic market, Wichai said that it if were true it was an evil thing to do, but refused to comment further.
