This is 3G from TOT on 2100 MHz, available pre-paid/post-paid from TOT or one of their MVNO/reseller partners like Imobile, or via roaming from AIS. Decent nationwide coverage, been around for a few years. "3.9G" is just a name, don't let it throw you.
