It's a hotel fire snorkel, really, saw it a few years back. It won some sort of prize for innovation.

The idea is that the air in the stack is free from smoke so you can breathe until the fire service arrives to rescue you.

Not sure about what would be worse though, poisonous smoke or the result of my morning evacuation
