Many places, you apply in the morning and pick up your passport the next afternoon, some do offer same day service. Why not contact the Consulate directly, to find out their policy?

If you do not need to stay more than 15 days you can get a VOA (Visa on arrival). http://www.thaishanghai.com/th/visa/visa_arrival/

I am not sure a Chinese national can depart China without a visa however - that VOA information is not specific to that location. But the link above should provide all the information required and you can contact below phone number for information on timing.
