Opposition: Possible bid rigging in water management project

BANGKOK, June 10 - Thailand's Opposition Party on Monday said bid rigging is likely in the government's ongoing bidding process for the Bt350 billion in water management projects.

Democrat Party spokesman Chavanond Intarakomalyasut said the public is worried that this will be the beginning of bid rigging as so far there are only two bidders for each major project.

As there are few bidders, he said, it is possible that they can easily make a collusion.

Mr Chavanond cited that the Office of the National Anti-Corruption Commission (NACC) has earlier expressed concern on the move as the bidding process did not follow the Office of Prime Minister's provision regulations.

He said that the Democrat Party legal team will discuss the issue and file a complaint with the anti-graft agency.

Meanwhile, Tongthong Chandransu, permanent secretary for the prime minister's office, who chairs the committee on selection of bid winners for the projects said there are four companies passing the committee's technical criteria in nine modules.

The government’s sustainable water management projects comprise nine major plans which include the construction of reservoirs, dykes in waterways--especially the Chao Phraya River-- a single command centre and water management plans for 17 waterways nationwide.

He said the ITD Power China Joint Venture got highest scores in five modules, while Korea Water Resources Corp (K Water) from South Korea passed in two modules. Loxley Joint Venture and Summit SUT Joint Venture got highest point each in two remaining modules.

Mr Tongthong said it is normal for all bidders to propose their bidding prices near the ceiling prices, but it depends on the committee to negotiate with bidders for appropriate prices between June 11-13.

If the talks with the first bid winner could not be concluded, Mr Tongthong said, the committee will call the second and the third winner for talks.

He said the final result will be forwarded to the Water and Flood Management Commission on Friday and for cabinet approval next Tuesday, June 18. (MCOT online news)

There is still only two bidders on each project.

They will take the winning bid and talk about how much money they are going to get in their pocket. discuss the terms and conditions and what ever else comes to there mind. If they amount of money in the brown envelopes is not enough they will talk to the other bidder will discuss it with the other bidder.

If ever words were misused they are " possible " or " possibly " when it comes to corruption.

This just exacerbates the economic, environmental and social grief Thais will have to shoulder in the future.

With projects this big the squabbling behind the scenes to get a place at the trough must be a joy to behold.

Actually bids are often low because the bidder knows that on any big enterprise there will be extras that they can charge enormous prices for. I had a friend who was an estimator for a very large construction company in Canada taking on all the infrastructure that went into road building from underground services to the final paving. He told me that they always bid low because there was so much room for big profits in the extras.

Are those boys at the top pointing fingers and accusing and arguing again? It seems to be the primary role of political office in Thailand; and to hell with running the country. What a bunch of <deleted>.

Many democrat deal makers are enlightening us with tips on their modus operandi when extorting the peoples money from Thai megga projects. If this is how the Dems got rich I sincerely hope that PTP can prevent it reoccuring on these huge water infrastructuure projects.

I've had a brief insight into how Thai corruption works when tens of millions of Baht disappeared from the Bangkok infrastructure operating agreements when the contracts were executed without the authority of the Thai Government.

Then again when so much money was looted from the Bankok flood defence preparation plan. Italso did not escape my notice that the Govenors office were likely the main source of funds for the Dems various activitiies against the state.

This ain't a 4Trillion Kachillian Baht project, it's 99999999999999......... Trillion Kachillian Taxpayer's money ripoff, to enrich the Pheu Thai mafia, but furthermore a ruthless backstabbing rip off act of:

- raising enough money to pay the future voter-suckers

- compensation money to cover up their inactions and save face

- raise enough money to create even worse Trillian kachillian baht Rip off projects

- raise enough blood money to hire many snipers to shoot the people who know too much...

Let's see, 3 Trillion baht project. At the usual rate of 30% off the top, that means 900,000,000 going into offshore accounts.

That brings it down to 2,100,000,000 for the projects, and you can bet your arse that another 15-20% will be skimmed of in cutting corners and cheaper than required materials.

Yep, some people are gonna be able to retire off this one.

Hard to believe this would happen within thia administration..!!!
