It's not like speaking Thai where you need someone to correct your pronunciation. There are lots of books which cover basic reading and writing. Maybe after a while you might need a teacher to provide materials to practise on. The author is ไสว สุนทร and the books can be found in many local bookstores around the country. These books are intended for Thai school children to learn reading in a graded manner from the simple to the complex. Ideally you would find a Thai partner to help you with the correct pronunciation. This partner need not be a trained teacher or even have very much education. All you need is someone to help with the pronunciation of the tables, exercises, and word lists. Furthermore, there are no statements of rules in English in these books, although they are there in Thai. The "rules" and exceptions become self-evident from learning the exercises. They don't use transliteration so the first thing you learn is the Thai alphabet. In class the students take turns spelling and reading from the book. As you progress you will be asked to stop using the book as much and spell words and answer qustions without it. I attended the branch in Pattaya and really enjoyed it and learned quite a bit. In my case it's so I can read the menus in food centres, road signs, SMS messages and the like. I need to be able to write short messages and notes. Being able to read Thai aloud with correct pronunciation is not important for me. I can not conceive of any situation where I might need to do this. Obviously this is not the case for everyone, if you expect to be examined on your reading skills for example. The point I am getting at is that ex-pats have different needs from Thais in learning the language. I looked at number of language schools and their programs aimed a achieving the same levels of literacy as Thai schoolchildren. For me, and I suspect for many others, this is overkill. The whole point for me to learn is that I CAN pronounce the Thai words correctly - I speak pretty good Thai but am aware that some of my pronunciation could be improved - the only way to do this is to read the word. Personally I would say that you don't really need a teacher. 12 years ago I started to learn to read and write with well known books that you can easily find in book shops: "Thai for beginners", "Thai for intermediate learners" and "Thai for advanced readers". You just put yourself back to the school age, follow the exercises, ... and soon you can start to make your own exercises, writing about anything that is around you. Today I can read easily, chat on websites or using apps like Line, read newspapers, etc... I can't say that it is easy, but it is not that difficult with a bit of perseverance. A teacher, at least for me, would have been useless. But you might want one just to motivate you. Read and write is great !!!
