Also, i know somebody who had an internet cafe, the owner upped the rent about 400%, so they decided to leave. Are Thai renters berserk to try and get their rent as high as possible, to the extent that they might extinguish a business being run there?

You're looking for 1,600 square meters? Sunbelt can get you started. They have 64 square meters available for 15 million baht. I think what you want would work out to about 375 million baht. Still interested?
