Well I'm from England and found in two minutes you can vote at the embassy in Bangkok

The Australian federal election will be held on Saturday 7 September 2013. Early (in-person) voting will be offered at the Australian Embassy in Bangkok from Monday 26 August 2013, between the hours of 8.30am to 4.00pm, Monday to Friday. In-person voting will also be offered at the Embassy on election day, Saturday 7 September 2013, from 9.00am to 5.00pm.

Information relating to being overseas at election time is available on the Australian Electoral Commission’s website www.aec.gov.au or you can contact the AEC via email ([email protected]) or telephone (+61 2 6273 8606).
