Buddy in Surat Thani has Thai ID and license, listing Bangkok as home address. He wants to buy a motor scooter in ST, then take it to BKK to use (because he has extended family here in the scooter biz). The bike will stay in BKK.

Pretty well zero, zip, nada, none. Except the annual renewal and road tax payment will have to be made in Surat. However, it's also simple enough to go to the local LTD and have the registration moved up to Bangkok should he wish to do so.

I bought a m/c in Cha-Am with Cha-Am registration and plates. When I moved house to another area in another province, I used it, taxed it etc and had no problems at all. Never stopped by the police for the plates. Had a few stop checks at police roadblocks but no problems there either.

No real problems until it comes to paperwork, all that has to be done in ST. Even if you loose you numberplate, it will mean a trip back to ST.
