BANGKOK, Sept 26 – A decision by the Constitution Court to consider petitions against the 2014 Budget Bill will delay the government’s investment spending for the next fiscal year, Deputy Prime Minister/Finance Minister Kittiratt Na-Ranong said yesterday.

He admitted that some government’s projects would be delayed while day-to-day budget spending on the government payroll, rentals, payments for electricity, water, and other expenses would be allowed.

He said all state offices with investment plans were instructed to prepare a drafted terms of reference agreement (ToR) and auction details so that their respective projects could be immediately launched once the Budget Bill is implemented.

He admitted that the Constitution Court’s decision would delay some of the government’s investment policies.

Proposed injunctions of the Budget Bill were separately submitted to the court by 50 senators and 62 Democrat MPs who asked the court to consider budget allocations for the Office of the Judiciary and the Office of the Administrative Court, and the National Anti-Corruption Commission (NACC).

They charged the House Budget Scrutiny Committee with breaching the Constitution for not inviting the three agencies to discuss the proposed cuts of their budgets.

Chairman of the House Budget Scrutiny Committee and representatives from the Budget Bureau, Office of Administrative Court, Office of the Judiciary and NACC were told to give their explanations to the court next Wednesday. (MCOT online news)
