Changing/Transferrring Car Registration in Brother's name

Hi

I want to gift my car to my Brother and therefore he can change/transfer registration of car in his own name in my absence. At present car is in my name.

If anybody could help me out in finding an appropriate procedure/answer as I will be away for couple of months from Thailand. Before I go what is the legal formality that has to be done so that transfer can take place even though I am away.
