Outlook dull as more heavy rain forecast

BANGKOK: -- The Thai Meteorological Department warned yesterday that heavy rain would continue in lower Central, eastern and southern provinces, with high winds and waves predicted in the Andaman Sea and the Gulf of Thailand - until October 8 at the least.

Army chief advising negotiators ahead of talks

BANGKOK: -- Army chief Prayuth Chan-ocha has become an adviser to the Thai team negotiating with the Barisan Revolusi Nasional (BRN) for peace in the restive deep South, Permanent Secretary for Defence General Nipat Thonglek said yesterday. Meanwhile, Nipat said he would continue in his role as a negotiator in the ongoing talks with the BRN after receiving permission from Prime Minister Yingluck.

WWF calls for emergency MRC meeting over Laos' decision to build 2nd dam

'Significant' improvement in Thai child labour issue

BANGKOK: -- The United States says Thailand's labour situation has improved since the government has been seriously tackling the child labour issue, the Thai Foreign Ministry website said yesterday. This improvement would help maintain the custom privilege of "Generalised System of Preferences" between Thailand and the US, thus benefiting Thai operators, creating jobs in Thailand and boosting Thai exports, the ministry said.

School milk in Roi Et seized

ROI ET: -- Health authorities at Roi Et's Selaphum district yesterday seized 20,000 cartons of milk meant for schoolchildren after parents complained it was "substandard". Test results should be released in a week.

If the milk is found to be substandard, the authorities will fine the manufacturer that has been supplying the milk in question to schools in the Muang and Selaphum districts, Dr Manit Thaweehan, chief of the Roi Et Public Health Office's Consumer Protection and Pharmacy division, said.

The move follows a parent's complaint that schoolchildren received spoiled milk from school on October 1.

Roadshow on Bt2-tn loan bill hits TV

NONG KHAI: -- The "Prime Minister Yingluck Meets the People" television programme yesterday featured the government's roadshow on its Bt2-trillion loan package, held at the Nong Khai City Hall.

At the roadshow, entitled "Thailand Tomorrow 2020", Transport Minister Chadchart Sittipunt said the Bt2-trillion in loans for transport projects, including high-speed train lines and a double rail system, would work out to be very beneficial for the Thai economy.

He said many people had asked him to hurry up the high-speed train project - which will link Thailand to Laos and China's Kunming City - so "One Tambon One Product" goods, such as the naem neung sausage, could be exported to China.

Nong Khai Governor Wirat Limsuwat said the project would help boost his province's transport system and further enhance the tourism industry. It would also attract more investors to Nong Khai, he said.

Govt may call for second reading on Article 190

BANGKOK: -- The government will call for a joint House meeting in the next few weeks for the second reading of an amendment to Article 190 of the Constitution, chief government whip Aumnuay Khlangpha said yesterday.

Article 190 requires the government to seek parliamentary approval before sealing significant international agreements. He said the House and the Senate would possibly jointly deliberate the bill mid this month.

Pheu Thai MP Paijit Sreewarakan said the government whip also mentioned that they may hold off on a second reading of amendments to Articles 68 and 237, which are related to Senate elections, until the Constitutional Court has said whether or not it is constitutional.

Prime Minister to Visit Brunei Darussalam for the 23rd ASEAN Summit

Prime Minister Yingluck Shinawatra will attend the 23rd ASEAN Summit and related meetings, to be held on 9-10 October 2013 in Banda Seri Begawan, Brunei Darussalam.

The Prime Minister and other ASEAN leaders will also attend meetings with key dialogue partners, namely China, Japan, the Republic of Korea, India, and the United States of America, as well as the ASEAN Plus Three Summit and the East Asia Summit (EAS).

According to the Ministry of Foreign Affairs, the upcoming summits will push forward various areas of cooperation in ASEAN and between ASEAN and dialogue partners. It will also provide an opportunity for ASEAN leaders to exchange views on important regional and international issues.

Major topics to be discussed at the 23rd ASEAN Summit include ASEAN community building, the ASEAN Community’s Post-2015 Vision, cooperation in tackling trans-boundary issues, such as disaster mitigation, haze, and water management, as well as regional and international issues including various areas of cooperation in South China Sea.

Discussions with dialogue partners will highlight the review and future direction of cooperation and the exchange of views on regional and international agendas. For example, the East Asia Summit will discuss emerging trans-boundary challenges that are strategically important to ASEAN, such as food and energy security, climate change, disaster management and pandemic disease, and the commemoration of the 10th Anniversary of the ASEAN-China Strategic Partnership.

A number of outcome documents will be signed. They include the Banda Seri Begawan Statement on the ASEAN Community’s Post-2015 Vision, the Declaration on Elimination of Violence Against Women and Children in ASEAN, the ASEAN Declaration on Strengthening Social Protection, the Banda Seri Begawan Declaration on Youth Entrepreneurship and Employment, the ASEAN Declaration on Enhancing Cooperation in Disaster Management, the Bandar Seri Begawan Declaration on Non-Communicable Diseases, the Joint Statement on Commemoration of the 10th Anniversary of the ASEAN-China Strategic Partnership, and the Declaration of the 8th EAS on Food Security.

The Ministry of Foreign Affairs stated that, in this 23rd ASEAN Summit, Thailand attaches great importance to strengthening ASEAN, especially its post-2015 vision. The vision emphasizes people-centered development agenda, cooperation with dialogue partners on agriculture, food and energy security, and water management, which directly impact the well-being of peoples in the region.

Thailand sees that ASEAN should enhance its image as a region of prosperity, peace, and stability and an advocate of universal norms. ASEAN should also increase its role in regional and international fora and enhance constructive engagement with major powers for peace, security, and stability in the region. This will provide a foundation for continued sustainable development with people-oriented interests.

The ASEAN Summit and related meetings will be last held under Brunei Darussalam’s Chairmanship before the Republic of the Union of Myanmar assumes the role in 2014.

Car Driver Shockingly Dies From Flash-Flood

PATTAYA:--Rescuers and medics were able to recover the remains of a Honda car that was driving at a high-speed during a flash-flood in Pattaya. The driver was suspected to have lost control of the vehicle making the car collide into a electricity post, which fatally killed him.

Football fans injured in a clash after a match on Saturday

BANGKOK: -- Football fans clashed at Bangkok’s Chalerm Phrakiat Bang Mod Stadium on Saturday at the end of a match between Bangkok FC and Thai Port FC. The brawl resulted in several people injured and vehicles damaged.

Both clubs played in the Yamaha League 1 match which saw Bangkok FC, the fourth in the table, defeated the Thai Port FC, the third in the table, 2-1.
