work permit and non B in Penang

I have been told that since a couple of weeks Penang will only grant a 1 year non B visa if your work permit has more than 9 month left. If your work permit has to be renewed within less than 9 month you will end up with 6 or even 3 month.

I did not find any information on this matter in Thailand. Does anybody know if this is another Penang special?

Previously it has been reported that 7 months was needed on work permit. Nine months would be new info. If they didn't do the multiple entry you would get a single entry visa. Two entry visas have not been done for years.
