PHUKET: Reports of government plans to raise both arrival and departure taxes on foreign tourists reflect an almost complete lack of cohesion on tourism policy by government officials, and fly in the face of previous pronouncements that Thailand stands at the ready to become the “tourism hub” of the Asean region.

Defence volunteer killed in Narathiwat bombing
By English News

NARATHIWAT, Nov 3--- One Thai government defence volunteer died in a bomb ambush near a railway station in this restive province early this morning.

The victim was identified as Fandee Jeh-arong, 31, who also was a railway security member. He suffered severe injuries and was pronounced dead later after being sent to Su-ngai Padi Hospital.

The incident occurred near To Deng railway station in Su-ngai Padi district at around 6:20am when Mr Fandee and nine other defence volunteers were on patrol near the railway station.

As Mr Fandee moved a railway crossing barricade to open the way for traffic, an explosive device was triggered by radio signal, according to Pol Lt Sura Wangkahad of Su-ngai Padi police station.

The powerful explosion, a five-kilogramme homemade bomb built into a metal box, caused a three-foot-deep and six-foot-wide excavation.

The incident also caused a delay of Train 448 from Su-ngai Kolok to Surat Thani by some two hours for an investigation of the scene.

The rail service has resumed as normal. (MCOT online news)

MARKETS
SET index at 1,380 foreseeable on violence

The Stock Exchange of Thailand index could fall to 1,380 points next week, if political tensions turn violent, according to Asia Plus Securities.

In Krungthep Turakij TV’s "Ringside" programme, Therdsak Thaveeteeratham, the house’s head of research, said that without violence the index would swing in a right range with possibility that it would fall to 1,400 points. The index could dip deeper in light of violence.

Still, the house still maintained its end-2013 SET index target at 1,465 points.

He noted that if the protests are not prolonged and ended without violence, the index could rebound. In light of extended protests without violence, the index could be shaved off by 43-44 points. However, if the protests are for a long period and turn violent, the market would lose about 70 points.

Asia Plus’s statistics showed that the market reacted the most negatively to House dissolution. During 1988-2006, Thailand’s House of Representatives were dissolved four times - April 1988, May 1995, September 1996 and February 2006. In one month, 3 months and 6 months after the dissolution, the SET index headed down by 3.9 per cent, 8.8 per cent and 9.3 per cent, respectively. Comparatively, the index went down only 1.5 per cent, 1.8 per cent and 5.3 per cent in the respective periods after the 2006 coup d’etat.

"Historically, the market was the most disturbed by House dissolution, if external factors were excluded. In that event, the index could fall by 4-5 per cent, against the loss of 2.8 per cent following protests," he said.

Draft broadcasting rule concerns NBTC commissioner

Supinya Klangnarong, a commissioner of the National Broadcasting and Telecommunications Commission, expressed her concern over the draft content regulations which will be discussed on Monday.

She said the draft is apparently meant to prohibit the broadcasting of contents above the legal requirements.

"It’s unbelieving that the draft would be considered by the board this soon. Academics and lawyers agreed earlier that the enforcement could lead to regulatory conflicts as the draft regulations are not properly backed up by the laws," she said.
