Not sure if this resides here. For an overseas person in the UK to get a CRB chech the Disclosure and Barring Service (DBS) checks (previously CRB checks) says the following:

Overseas applicants and UK applicants who lived abroad

Employers can ask applicants from overseas to get a criminal records check, or ‘Certificate of Good Character’, from their country of origin.

It may also be possible for employers to get such a check through the relevant embassy in the UK but the applicant must give their permission.

Has anybody here got the Thai Emabssy in the UK to do this for their Thai wife?

I don't know about applying via the Thai Embassy, but you can apply via mail directly to the Royal Thai Police in Bangkok, and I know from experience that they send their report, in the form of a certificate, overseas.
