how to claim back tax on savings

Does anyone know how to claim back tax deducted from savings accounts?

I have had several (and still do) fixed term savings accounts and when they have matured I close and start new ones. I have the tax certificates from my bank and have kept the passbooks.

I am on a retirement visa and rent my house.

I went to local tax office and they said I need a 'Tax ID' number...but I cannot get one because I don't have a work permit or house owners 'book'.

I guess my question really is ...How can I get a Tax ID number when on a retirement visa?
