Importation of personal effects and household goods into Cambodia

Customs Regulations:
Used household goods are duty free provided the client is employed with a private company registered
with the government, an NGO or has diplomatic status. Items have been used for a period of at least 6
months. Duty free exemption must be applied for. Consult the destination agent for specific requirements
and forms. Tax and Duty is typically 35% of the value for those without duty free status but is often
subject to negotiation with the Customs Department.
Avoid packing goods in original packaging as Customs will deem items as new and tax the goods
accordingly. Consignment instructions change without notice; consult the Destination Agent for current
instructions particularly if the client is a diplomat. Instructions may vary between air and ocean shipments.
Ocean shipments should route through Sihanoukville port and onto Phnom Penh container deport not
through Vietnam.
Returning Nationals can import house hold goods and personal effects duty free so long as they take up a
permanent residence. Those who are not returning permanently are subject to duty and negotiable with the
Customs Department.

Required Documents:
 Passport – Copy, with Visa, including photo page
 Bill of Lading/Air Waybill - (express release acceptable)
 Comprehensive Inventory List– in English, fax copy in advance to service agent
 Company Registration and VAT– arranged upon arrival.
 Letter of Contract – supplied by employer on company letterhead stating length & purpose of
employment
 Letter form Ministry of Foreign Affairs verifying employment

Required Documents: Returning Citizens
 Passport - Copy with Visa including photo page
 Bill of Lading/Air Waybill (express release acceptable)
 Comprehensive Inventory List– in English, certified by the Embassy in country of origin. Fax copy
in advance to service agent
 Assignment and reassignment letter – copy
 Original letter from Cambodian Embassy at origin: Must state initial arrival date abroad. Return
date to Cambodia and that the client is bringing household goods.

Diplomat Status:
Foreign diplomats are granted duty free entry of person effects and household goods.

Required Documents:
 Diplomatic Franchise & Passport copy
 Letter form Ministry of Foreign Affairs verifying diplomatic status

RESTRICTED/DUTIABLE ITEMS
 New items (less than six months old)
 Detailed List with Titles of CD’s, DVD’s, VCD’s Video and Audio tapes in reasonable quantities
and not for re-sale
 Dry foods are discouraged but not prohibited yet

PROHIBITED ITEMS
 Alcohol of any type
 Food stuffs
 Medications, controlled chemicals, Psychotropic Substances and Narcotics
 Pornography, obscene publications, videos & software and Politically sensitive materials
 Reproductions of copyright materials and videos and counterfeit goods
 Weapons, Firearm’s including air guns, ammunitions & toy guns
 Shortwave radios

IMPORTATION OF PETS
An Import Permit must be issued prior to arrival into Cambodia. The Important Permit must be
issued prior the pets arrival. The application for the Import Permit should be made 2 weeks prior to arrival
into Manila. The following information is needed for the Import Permit.
o Breed, sex, age, color and pet’s name.
o Address in Cambodia
o Intended arrival date
o Copies of owner’s passport, and current health and vaccination certificates
Note: Quarantine is not required. Import requirements may change and “Exotic” pets may be restricted.
Check with your service agent prior to shipping for current information.

Required Documents:
 Certificate of Vaccination – Including rabies, issued 14 day prior to arrival but less than 1 year
 Health Certificate – Issued within 3 days before departure
 Import Permit- Application should be made 5-7 business days prior to arrival

IMPORTATION OF VEHICLES
Those with diplomat status or employed with an NGO may import a vehicle duty free. Duty free importation takes
at least 4 weeks thus incurring port storage fees of approximately 400.00USD.
Returning nationals and other foreigners importing a vehicle must pay duty which varies based on age, type and
engine size. Clearance length on dutiable vehicles is 1-2 weeks. Inquire with your service agent prior to consigning
the motor vehicle. All vehicles must be left-hand drive.

Required Documents:

 Copy of Certificate of Title and Registration
 Proof of ownership – Such as original purchase invoice, insurance certificate, etc.
