Which is why he doesn't hesitate to thumb his nose at the donors. He doesn't need them. Various government social services do, but as far as HS is concerned these could shut down tomorrow. But I guess with an estimated 3 Billion squirreled away he can pretend to be concerned about the rule of the law. Let's see what happens today; massive march by the opposition announced here in SR.
