Sounds like a) the Thais got the result they deserved they weren't actually aiming at anyone, so the injury was a complete accident. After all the money the Americans have spent on propping up the Thai military over the years, have they ever told them which end of the gun points towards the target? I have no information specific to this particular incident but I know from the past that these things usually stem from "business' disputes between same. Given the location and lack of press I doubt this was engineered fro PR purposes. If that, the Preah Vihear area and lots of press hype would make more sense.
