If a person has a 1 year Non-B visa and a WP and enters on the visa's last day of validity in order to get 90 more days in Thailand, is the WP still valid after the visa expires?

You will not get an extra 90 days on an 1 year visa, if entering the last day of vaiidity. Actually I don;t think you can enter at all.

No I don't, and will glad to hear other's opinion about 12 months working visa becoming 15 months.

    Common knowledge if you enter the country with a valid non immigrant visa you get a 90 day stamp even if you enter on the last day (although I would enter the day before it expires personally).

    WP remains valid until its own expiry date, it is validated by the 90 Day Non 'B' entries and not the visa per se.
