Forum is browser specific?

I'm currently (715pm on 21Jan) having problems accessing thaivisa.com (including thaivisa.com/forum).

With my preferred browser (Opera 12) and with IE 11, I cannot access the site. With Comodo Dragon 31 (based on Chromium) I can.

I've tried over about a ten minute period, and have emptied browser caches. Any ideas why Opera and IE11 cannot access the site?

PS: While I was posting this, in the background Opera started to partially load thaivisa.com/forum. But not fully load, and definitely without the styles file applied. Dragon has fully loaded the pages the entire time with no apparent slowness.

FYI, here are some screen shots showing what I experience with Opera. Note in the first shot (the forum index) that it has taken over 11 minutes to reach that point of page loading. And, in the second shot, Opera again cannot open a thaivisa.com page, while Comodo Dragon rolls right along:
