I think it means that the university is listed with 0 restrictions or nothing under consideration.

No, it means roughly:

Total amount 0 items matching the criteria

Needs full context to be able to translate properly.

I can't add much context unfortuantely. The question is, is the institution recognised or not?

It appears that you did a search on a particular institution whether it's recognized by any universities in the UK or not, and the returning result is 0 matches.

Try asking in the teacher's forum. Some of the users understand this database query and have mentioned it in posts.
