BANGKOK, Feb 11 – The Airports of Thailand (AoT) plans to go ahead with the expansion of Suvarnabhumi Airport so it can take 60 million more passengers when completed in 2017, according to its president Makin Petplai.

He said AoT has contracted with the Metropolitan Water Works Authority to prepare facilities for the passenger terminal under its second phase expansion plan, which will cost Bt62 billion.

AoT will issue the terms of agreement in April for construction of the terminal and other facilities including a concourse, 28 aprons, a southern tunnel and an electric rail system.

The new terminal on the East will cover 60,000 square metres. (MCOT online news)

Well I guess it's nice to hear from someone who loves Swampy....that doesn't happen very often. Of course given that it's the airport that serves Bangkok, one of the biggest and most popular cities in the Far East, I would be shocked if it didn't become a regional hub. Don Muang was for years.

Swampy is a dump and embarrassment of a King Power shopping center with an airport attached so I wouldn't be bragging too much about it. It has been plagued with shoddy construction, uncomfortable and inadequate passenger facilities (because of King Power corruptly taking up more space than their lease allowed), and horrendous passport controls from the day it opened. However, it is what it is and being sited in Bangkok was bound to do well no matter how poor a facility it was. It's there and we travelers have to use it.

The caretaker are not able to announce such things. They have no power to allocate funding and at 62 Billion would require parliamentary involvement which can't happen till there is a parliament.

These elections won't complete because we all now know it is impossible and the caretaker government (for the next 7 weeks or less) will not want these completed.

Once new elections are held, the Dems will walk it..... absolutely walk it. The we will be in a situation where huge spendings like this won't happen until all reforms are in place.

There is no extra 60 million capacity being constructed, only 15 million bringing the capacity up to 60 million which will still not be enough even with developing Don Muang. Of course the Country will have the money which will be paid back from the rapidly increasing tourist and business traffic. Secondly, on the subject of "airheads" my friend, Suvarnabhumi was proposed to be built a long time before Thaksin in 1974. In a study carried out by Chulalongkorn University the rake off by politicians on all Government projects between 1960 and 1990 was 20 to 40%. From my own experience of the Airport Project there have been a long line of politicians fighting for a rake off from the contract signing of the project which is one reason it took 30 years and Thaksin to get it completed. Thaksin is no more corrupt than any of the others before him. The rake off figure is still 20 to 40% with an average of 30% on all projects.

Nothing has changed. This is from a paper produced when the Democrats and Suthep was in power (1999):

"The Government provided money for rice millers to buy paddy at guaranteed prices. Some millers simply took the money and revalued stocks of paddy they had bought earlier at much cheaper rates. Others were so impressed by this accounting trick that it was copied all over the northeast. The book-keeping needed some help from several local officials. When the scandal broke, one of the officials fainted under questioning. The PM said “We will not let the guilty escaped unpunished’. So far no charges have been laid". [source Chulalongkorn University). Also under his Government: . In 1998 the preliminary investigation by the CCC reported that there was widespread corruption in the purchase of medical supplies in the Ministry of Public Health and officials were involved (Matichon 7 December 1998, cited in Chaiyot (1999)). Yet, the full investigation by the CCC announced in 1999 concluded that there was no evidence to proceed with a criminal charge against anyone involved, either politicians or officials.
