Issan festival in pattaya now?

rumor has it location: somewhere one 3rd rd
anyone know the dates, times, exact location and features of the fair, if it really is going on

what's the best way to know about stuff like this and more before it is happening?

Walked past the site yesterday. Dates are 7/8/9 and location is on left side of third road heading north from Pattaya Klang. No idea about content.
