Both Phangan and Tao are more expensive than Samui, Tao could possibly be the most expensive island in Thailand. Tao is certainly not a place I'd recommend an expat family with small children to permanently live. So, if you're looking for a place which is not "overpriced" in which case, I presume you have some kind of budgetary restrictions, then I don't think both islands would suit you.
