Most of the time, you don't even need to get it cut. But any phone shop in the malls has a desktop cutter. They'll charge, IIRC, 40 baht. And the fashionable newish Samsung Galaxy S4 uses a microSIM so guaranteed, every shop has a SIM to fit the iPhone 4.
