Certified Spouse ID and Additional Docs for Non-Immigrant O

I am applying for a Non-Immigrant O Visa based on marriage at Vientiane. I've read the document requirements posted here as follows:

Passport or travel document with validity not less than 6 months

Visa application form completely filled out

Recent (4 x 6 cm.) photograph of the applicant

Copy of marriage certificate

Certified Copy of spouses ID card (for spouse of Thai nationals)

Copy of house registration book (for spouse of Thai nationals)

Other relevant document, for example, copy of childs birth certificate / ID card

Consular officers reserve the rights to request additional documents as deemed necessary

My question is how and where do I "certify" the copy of my spouse's ID card?

Also, can you suggest any "additional documents" I should bring that might be "deemed necessary"?
