I will be marrying a woman from mainland China soon. I am a retired US citizen, she will be on an ED, long stay visa.

The key question is can she apply for an Affirmation of Freedom to Marry document from the Chinese embassy in Bangkok, or here at the consulate in Chiang Mai? Is there an exception when on a long stay visa. I find the information on the PRC embassy confusing, to say the least. I have sent them an email to clarify but no response.

Can she stay here on her ED visa and get this document without having to travel back to China?

The only way a foriegner can get married in Thailand is if they get a letter from their embassy or consulate that they are free to marry. This letter must next be translated and then certified by the Thai foreign ministry, consular department. It cannot be gotten abroad, only from the Chinise embassy or consulates in Thailand.

I don't know if they give this letter and what they requirements are to get this letter. That is different for each country.

I cannot say how the Chinese embassy handles affirmation of permits to marry.

But I can say for sure it would have to be done by the embassy or it would not be accepted by the Amphoe.
