"Moderate Safe Search is ON". Is this a TRUE setting? Who Sets this?

I think I just noticed something strange while using Google Image Search to search of Tropical Island KDE4 Wallpaper:

I saw this notification that Moderate Safe Search is On.

But I would never set the Search to filter =anything=.

Or, maybe I would, but in this case I did not.

And then I thought to myself, as unlikely as it seems to me, would it be possible for TRUE, my ISP, to somehow engage these filters?

I know, this sounds preposterous and implausible, but could they?

I do not care that much, because I do not enjoy staring at my computer as if it were sexually attractive to me, and it is a machine, after all.

But why do I have this filter on, or partially on, when I did not ask for it?

My OS is Windows 8.1, English, and I am using Chrome (obviously)

This is a Google setting. Nothing to do with True.

Are you logged on to Google? If so, you can change it by clicking on your user name in the top right of the screen.

I presume that "Moderate Safe Search" is the default value, and that you'll also get this if you're not logged in.

Obviously you want to search for something "not safe" (nudge nudge, wink wink...) Even if you turn the safety setting to "Off", Thailand's Ministry of Information Communication and Technology (MICT) blocks almost all of the "unsafe" (ahem) sites anyway... So to get around that, just use Chrome, download the Zenmate extension (free) and set Zenmate to make your location anywhere outside Thailand. I recommend "London". As a proud Englishman, I think you can safety say we invented smut in the UK in the Middle Ages and we've been proudly exporting it to the world ever since. The strange thing is that if you set Zenmate to Hong Kong, it makes your browser run slower than if you set it to London. Forget about setting it to New York, because that's the slowest of all. Another benefit of setting your Zenmate to London is that you can stream BBC iPlayer programmes which are only available in the UK. Likewise, if you want to watch any US-only video content, set it to New York.

Actually, no, I am not seeking to change my setting at the moment, so much as understand why it is set this way by default in the first place.

I am aware that there are filters run by the Thai Government Internet people, but I was also not talking about this. I just wanted to get rid of any filters which are user settable.

I prefer to not have any filters between me and the internet, but again not for smut. I just don't like not knowing when something is being filtered, and by how much.

Also, I had earlier set my computer laptop to no filtering on Chrome, but then it suddenly came back again.

Now, I think that perhaps my computer might be syncing with my table to smart phone and adopting those settings, which might be set to moderate safe search.

When I now look at the Chrome setting, there is not much besides asking if I want to use safe search.

And, the same thing seems to be happening with this problem, as when I recently reported that Chrome (Thailand) kept coming back as the search location, when I do not want this, I want to always set it for Chrome.com (USA)

These settings can not be locked because I am syncing my smartphone to PC, and my tablet too.

Maybe I need to simultaneously change them for the changes to be permanent.
