Hi..

I'm looking at getting two business visas with two work permits, am I right in saying that for every work permit you need four staff? What if the business entered doesn't justify 8 staff? Also one of the foreign investors would be a silent partner, can he get his yearly business visa without a work permit?

There is no business visa. The is a non immigrant B visa that can be based upon working or business, A one year non-b visa would be a multiple entry visa that requires border runs every 90 days. For those with a work permit a one year extension of stay based upon can be applied for by submitting the required documents and being paid the minimum required salary.

The silent partner could possibly get a multiple entry non-b visa in his home country with the required documents.
