Australia Visa - Low funds/show support question

So whenever your successful with a visa your mates start asking for help on theirs and one has asked me a question that I can't answer.

Situation:

My mate has been in Thailand for the past 2 years on a edu visa. He has to come home for a family thing and the girlfriend needs to come with him for reasons I wont go into.

Problem:

1. My mate hasn't got a bank account in Australia any more closed it when he went to Thailand. He also has run extremely low on funds (not really enough to show he can support the trip)

2. Being as he is in thailand where can he go to sign a stat dec,

Solutions?

1. Can his father provide the financial support proof with his bank statement/letter employment/stat dec?

- Can his father provide a letter of invitation?

2. I'm guessing its the embassy being the only place?

As far as I'm aware, a tourist visa doesn't ask for proof, only that you sign a stat dec saying that you have access to funds. They may require proof if the application gives them doubts.

I'd suggest he write a letter of invitation for his gf why he wants her to come to aus. Then get his father to write a letter stating that they both will be his guest and he'll provide support.
