There are 2 temporary offices. See this topic for info: Immigration services at Cheang Wattana now suspended

They are open from 10:30 till 18:30 so you should be able to do it today.

I got mine done at Major Hollywood. If going there do not go off Google Maps as it's wrong. Catch a BTS to Chong Nonsi and then taxi to Suksawat Soi 60 (hok sib). They usually know where Major Hollywood is. You need to speak to the people at the side of the immigration office first (I forget which letter) before getting a ticket. The process is free. Go later and it's quieter in my experience. Around lunchtime it's bedlam.

Valid visas from an embassy or consulate cannot be transferred. You have to use both passports until the visa expires to show the visa in the old passport.

Only entry/permit of stay and extension of stay stamps can be transferred and a annotation of the last visa entry is made in the new passport.
