Am thinking about mail order a factory refurbished digital camera from USA. Product origin is China. Is it enough that the camera says made in China? ASEAN agreement.

1. No it is not, you are importing from the USA and it will be treated as such.

2. There is currently no free trade agreement with China

If it is sent normal mail it might not attract the attention of customs. If it is sent via a courier company they ensure that it does.

Why not buy it from China or HongKong?

They will charge a Duty Tax on the "Cost, freight, Insurance(CIF)" times a 7% VAT tax. Info here. you get 5 free estimates. Gotta know the "freight charge" so take a guess.
